Leadership team
Ross Hulley – Managing Director
The team is led by Ross Hulley, his career has developed from product development to the design and delivery of large and complex systems within a diverse range of highly regulated environments for end clients that include London Underground, Network Rail, Heathrow Airport and Transport for London, for whom safety, compliance and attention to detail have been critical. He has worked in multi-disciplinary and culturally diverse project environments for consultancy and contractor organisations where he has learned much through coordinating with other disciplines and become adept at strategic planning, presenting difficult technical concepts and motivating people.
Throughout his career, he has forged strong relationships with equipment manufacturers, solution providers, systems integrators, consultants and colleagues.
The breadth of knowledge and experience with project and product lifecycles, design management, project management, systems integration, acceptance testing, commissioning, field trials, installation and training enables him to add value to the tendering, planning, design, development, application, assurance and delivery processes associated with project enabling and project delivery.
Greg Caster – Design Director
Greg Caster is an enthusiastic, organised, thorough and committed person and works well both individually and in a team environment. He studied engineering at Durham University and has since been working for global communications companies with a view toward becoming a chartered engineer.

Elliott Harwood – RF Engineering Manager
Elliott is the Senior Radio Frequency Engineer in the Pan RF team with 14 years of experience as part of the Cobham Wireless / Axell Wireless / AFL team before joining the Pan RF team in 2017. Due to the nature of the projects and the time constraints Elliott’s role has taken him to three different continents. He consistently displays an ability to get the job done no matter where or when, and his vast experience in a wide range of disciplines make him an indispensable member of the team.
Nick Hawke – Business Development Manager
Nick has worked in the telecoms industry for the last 20 years, fulfilling a number of different roles. Having worked for mobile network operators (MNOs) in the role of Special Projects Delivery Manager, he has a knowledge of the process and procedures required to ensure the successful deployment of in-building coverage solutions, balancing the requirements of the site provider with the particular needs of the mobile network operators. Having also worked with Ross on a number of major wireless infrastructure projects, he understands what is required by the system integrators to get the projects completed.
As Pan RF’s Business Development Manager Nick is responsible for maintaining and enhancing relationships with existing clients as well as seeking new business and opportunities.
